-A new land plan issued by the Department of Land
-Submitting preliminary architectural plans for the project
-If the project is within the Dead Sea area, it requires approval from the Jordan Valley Authority to establish the project
-A commercial register with the National number of the establishment and one of its purposes is to establish a modern hotel facility
